Evaluating West Midlands’ Groundbreaking Technology-Enabled Care Programme

Evaluating how technology transforms adult social care to improve lives and empower care teams across Coventry, Birmingham and Wolverhampton.

We have been commissioned by Rethink Partners to act as the evaluation partner for a revolutionary new project to integrate Technology-Enabled Care (TEC) across adult social care. The project is led by WM5G, in collaboration with local authorities in Coventry, Birmingham, and Wolverhampton. This ambitious initiative, funded by the Department for Science, Innovation and Technology (DSIT) as part of the 5G Innovation Region (5GIR), will deliver a pioneering approach to supporting over 1,000 citizens with advanced technology in their homes, including specialist care technologies and voice-activated devices.

We will lead the evaluation of this programme, delivering impact, process and economic evaluations across the participating cities, supporting robust business case development with our partners 4OC for them to develop evidence-based blueprints for future adoption. By examining factors like staff confidence and training and uptake rates, our evaluation will offer crucial insights into scaling TEC solutions and promoting efficient, independent living models for adult social care.

The TEC programme aims not only to improve quality of life and reduce hospital admissions for vulnerable citizens but also to support workforce transformation within social care, equipping practitioners with tools to provide highly personalised care.

This news follows a successful Government Adult Social Care Technology Fund bid for the London Borough of Redbridge who has commissioned us as its Implementation Partner on an 18-month pilot to implement assistive technology to detect and prevent falls among older adults across care homes, extra care, and reablement facilities. As Evaluation Partner to London Borough of Barking & Dagenham, we are also assessing a range of digital care tools—such as video communication, smart home devices, and fall-detection sensors—aimed at increasing confidence and safety in home settings. These initiatives will enhance resident support, offering greater monitoring and peace of mind in reducing fall risks.
